Vin cut keys are only available at a dealer in person.
You must provide the dealer with a copy of the title with your name on it, and a matching photo ID.
GM put these rules in place about 6-7 years ago. To keep someone from going to the mall and finding a VIN, then getting a key cut for it to unlock the door.
