As soon as you start cracking into an area that effect engine fluids. Heads, Fuel Injecttion, cams, cranks, etc....it is no longer a bolt on.
Kinda like steroids, as soon as you start injections / ingesting....now it becomes serious enhancers. And it is a different game.

Understeer is when you hit the wall with the front of the car and oversteer is when you hit the wall with the rear of the car. Horsepower is how fast you hit the wall, torque is how far you take the wall with you.
IMO bolt ons consist of anything that bolts to the motor without going internal--IE no cams/heads/cranks/eetc...

Anything that does not require the dis assembly of the motor. If you have to take off valve covers, front covers, oil pan or heads, then it is not a bolt on.
Gears, converter, headers, ported intakes and TBs, CAIs and tunes are bolt ons.
ETA:
I don't consider power-adders to be bolt ons, no FI or NO2.
