Probably best to fill all 3 holes and place the badge centrally.
Whichever one fits the curvature best and visually looks "right".
This guy has used an old Holden Calais badge to cover just the bottom hole.

You can see from the cracked paint how old this badge is. They are no longer available new from Holden.
