Help! TC install problem/question

Installed new stall converter and fluid cooler today, installed the first 4qts of fluid, then Started the car and proceeded with the next 8 qts, still doesn't appear to be full, it's not coming out of the level check hole. I got a CEL I think from not being full initially when I started it, cleared the codes and they didn't come back, but when I try to run it through the gears manually, it won't go past 3rd. Anyone have some insight??? I haven't tried to drive it yet, little scared to.
It's a Circle D 3000-3200 278mm

Do you have hp tuners to log it an see what's going on?
I wouldn't run it without a proper tune

No, I have VMS, I have not retuned for the converter, is it necessary to retune just for the converter?

It is absolutely necessary to retune for a convertor.

Why would that cause it to stop at 3rd gear though?

You need to make sure the fluid level is correct before anything else is ruled out.

Wondering how much more this will take, holy cow I already put 12 qts in. I guess this should be a pretty complete fluid swap at least

Also....would it be ok to use another dex IV oil such as valvoline to finish topping it off since there's no where to get the GM stuff today? If not it will just have to stay off the ground for another day
