Default Valve job vs port and polish

I always see port and polish as the first thing done to heads so i was very confused when a reputable head guy told me valve job is where you see the biggest improvement. I know the ls3 heads flow very well but I don't want to get screwed here. He quoted me same price for a 3 angle valve job and cleaning out the bowls vs p&p. Which makes the most difference? Not doing both. I'm going medium cam, no intention of blower if that makes a difference.

+1 Brett will be more then happy to help you.

the only thing that I would say is make sure that you use LS3 valves ( much lighter)
