Yes it's the clear plastic lens that covers the entire front of the (speedo,tach etc) main gauge cluster.
It can be bought seperately.
US$50 shipped by Airfreight.

There's 4 screws at the front (2 screws at the top and 2 at the bottom) which retain the entire cluster into the dash. I'm not sure if you'd even need to fully remove the screws. The lens cover has a line of teeth or pegs around its perimeter which just clip into the cluster.

There are some small differences between the original Pontiac GTO castings (top of pic) and the Holden parts (bottom of pic) but not enough to stop the Holden parts from working. Extra material can always be trimmed away.
