Any reason the tabs holding the intake cover couldn't simply be sliced and then slice around the fuel pipe running across to remove the cover??

Well its up to you, you could do that BUT:

The intake cover is pretty thick, we are talking something more than a razor knife, more like dremel or griding wheel...and you'll need to do more than the tabs, you have to cut it in two to get it out from under the fuel rail.

And why to that when the potential to hit/damage a fuel rail, wire or intake, when you can just undo a couple of bolts and pop out the fuel rails and then remove the cover?
