Ground points on the block? Wire shorting against hot primaries?

so let me make sure I read the conditions right.
1) honking horn with car off - using button on steering wheel, hood closed - makes weak sound
2) honk confirmation when locking car hood closed - makes weak sound
3 car won't remote start at all - is there an engine light?
any other conditions
I would start by oddly checking the wire harness to the horn module - it's up front next to the battery + post - if I recall correctly. check the module and it's harness for damange and wires touching.
I'd check your hood pin/hood sensor for the security system it might have moved, broken etc.
as dude above said - check the engine ground. you might not think it's touching a header - and it might not be, but it could still be damaged. check it's bolt is good and clean, and good and tight.
then check the fuse/mains relay box and it's wires under neath. IE take it's mount bolt free and pick it up a but and give it a good look over.
check the fuses in that box and in the driver's side kick panel
finally check cold battery voltage - IE car is off and has been off for a while - doors closed - alarm off - voltage at battery terminals. then just for grins - check voltage at the underhood + terminal and body ground. Come to think of it - do all of this first.

no check engine light on, think it may be a bad horn or somthing or loose ground on it the two connections to it are loose and no matter what i do it still sounds like a clown horn

OH.
have you checked the HORN module it self for damage - and of course the wiring.

Now neither of the front blinkers work. When i lock the csr the lights flash but not when i use my hazards or turn signals and the horn is now conpletely dead will not sound at all and i did find a missing ground the one near the intake but not sure if thats connected to anything or if its just a body ground for jumping the car or somthing

Fans, front park lights, and horn all share ground # g104, which is the one that is connected to the underhood jump ground point. I would find that ground and verify its connection.

But you don't physically see a ground wire with ring terminal on it in the area?

Maybe the bracket and the whole thing are stuck down somewhere, that ground comes from just above the driver headlight, running along near the hood release cable.
I'm going to bet that the lack of ground is your problem. [emoji1]

Bracket or no bracket, find the ground wire and connect it to one of those shiny bolts to complete the ground. Then start the car and you'll know if it is the source of the problems.
Like stl-g8gt said, it's likely the cause.
