do they change color? or just red?

No they don't change. They are yellow, I guess the picture made them look red.

Here in MI it is illegal to have red or blue lighting in your headlamps or on your vehicle aside from red in the tails.

Did you check to see if you might face any issues in your area?

How do they secure the rings to the lamps?

They are yellow. the picture makes them look red. The Halos are glued onto the low beam reflectors and the highs look like they are kind of wedged and glued in place in front of the reflectors.
